Yes, this is definitely the case.  However, I have no idea why this is
happening.  I'll ask the mozwebtools folks.

10646 and Unicode are identical.[1]

[1] Actually, Unicode specifies a number of things which 10646
doesn't, which are unimportant enough that not only can't I remember
them, but I've heard much more well-versed people say they've never
seen a copy of ISO 10646, since everyone uses the Unicode spec.
