commit: fixes frame drawing problems

This one was a nasty bug. We were not converting units properly for the 
WM_PAINT  message in AP_Win32FrameImpl::_DocumentWndProc. This was a complete 
disaster because the frame was not painting properly. For example, the rulers 
when toggle off were not erased properly, the splash screen was not erased, etc.

Abi definitely looks  great again!
