questions about bugzilla

I've started to check into bugzilla before posting quetions to the list. I've got some questions:

1. In the bug lists, what does ASSI in the State column stand for? Where can I find a list of State acronyms?

2. Do the number of votes allotted to a user get updated periodically? Or are my 30 votes the number I have for all time? I'm just curious - I see that I can repartition my votes as bugs get cleared, and I'm not interested in stacking the votes for a particular bug. I'm assuming that if I assigned, say 25 votes to a particular bug, that would bring the bug to someone's attention more than if I assigned only one vote, but that the process is informal, and depends upon the time & interest of the wizards. tia - ed
