I can't remember the exact build option right now. It could be that the "official" gtk-only builds of 1.0.3 did not have jpeg importing turned on by default since it adds an extra dependency. Try downloading the gdkpixbuf loader plugin from the www.abisource.com. If you have gdk-pixbuf on your system it will load every image type you have on your system (GIF's, xpm's, TIFF's etc...) All this is built by default for the gnome builds.
