First off, I think it's more of an ld issue, i.e. not updating. Second, updates don't help people get version y.n of an application. Typically, many distributions ship with x.n and will update for as high as x.n goes, but they'll rarely give you y.n, and the only developers' releases are the 0.n betas that is 60% of free software out there. For example, I'm on RH 7.2, which shipped with 0.7.something of AbiWord, and I have yet to see a single updated for 1.0.x. RH in particular is good at leaving you in the "gotta get the next version"-itis to get just about anything. The only exceptions I have ever seen is Mozilla 1.0.1 release and (isn't this funny and unexpected) a 3.x upgrade for my KDE (which I don't even use).
