It is not a Mandrake's specific decision: all softwares are
using the new (2001) norm iso8859-15 which is adopted
by keyboard makers => all recent keyboards have the
" � " sign designed on the "E" key, in position "AltGr"
(low-right).
I think Alt-Gr is for "Alt graphic", caused by obtainment with
that key of graphic signs, used for design with | ~ { ^ } and so
on. I think it was an IBM "invention", no?...
