Another thing I have seen in Vista is when you have a network card that is not connected, it may help to disable it. This includes a wireless card that is not associated with an Access Point. Vista seems to mistakenly report these as usable, and then vic falls over when it tries to bind to it. No idea if this is solved in Windows 7 as I haven't tried it as yet.
