I suspect you haven't configured the Video Producer Service to use PAL and saved the configuration. Or maybe you are setting it to PAL directly in VIC, which it'll forget the next time VIC is started. See the following on how to configure a Video Producer: http://www.accessgrid.org/node/1770 you might also like to increase the bandwidth and quality sliders to see if that makes any difference.
