Chris, Apple doesn't like this - not in the User Interface Guidelines.
However, I use CodeTek Virtual Desktop 3.1 <http://www.codetek.com/> which optionally adds sloppy focus (Enable focus follows mouse, under the switching tab). You can even adjust the time delay before focus changes.
