Do the accessibility options found in LibreOffice suffice for all criteria of adoption for most of these organizations?

Is there an organization that regulates accessibility requirements for software packages?
That depends on the country. We have that in France for example but that applies only there.

It is my understanding that conformance to EN 301-549 and to the regulations under section 508 of the Rehabilitation Act in the U.S. are typical requirements.

The latest VPAT report format includes both EN 301-549 and section 508 regulations.
