In the case of internal tv tuner card, my main concern is how much slow my 
system would become. i think it would good amount of system resources while 
the tv is on.
further, whether both external and internal cards give smooth and high 
quality video?

Pranay you are very much right. There is another problem in internal card 
that
they are not user friendly to blinds. I saw only 2 TV tuner model witch are
compatible one is piccellview and zenith. But they are not fully accessible. 
In
the case of external card you can not use monitor and how much I know 
speaker
will also engage. It is up to you what would you like. But I would like to
mention that every TV tuner card is coming with remote. So you can handle it
with remote. Once you set the channels then you can use internal card. 512 
MB
ram is more than enough
