the option is "create an MS Dos startup disk    ". this check box is
unchecked by default. Just enable the option and hit the start button.

Go to Desktop > My computer > 3.5 floppy disk. Insert a blank floppy. Open
the context  menu and select Format... There is a checkbox called something
like "include system files" or something like that. Check that and click
Start.
