Let us try to contextualize this. First, the error may begin with the internet explorer and gradually spread to other programs as well. In other words, the issue may not be with internet explorer as such. Second, I am not sure whether reformatting of your computer will fix this. Because I had such experiences before and certainly reformatting didn't help. Last but not the least, this error may be an indication of a forthcoming hardware failure. But the problem is though, even the so called hardware experts don't detect whether the problem is with memory, CPU or the hard disk. Although nothing shocking may occur in the near future, you should take this message as an indication of some future failure and thus begin backing-up your data. In my case for example this message started surfacing almost six/seven months before the collapse of my computer.
