Hi You don't have to be in person while booking the ticket. The person booking the ticket must have the blindness certificate both the copy and original with him.
In reality, you don't get to use it because the regular fare is more likely to be cheaper than the concessional fare. It can be of use only when you book last minute and the regular reduced rates is more than the concessional ticket. The concession does not apply to other charges like fuel charges, airport tax etc which is quite considerable.
