In a first, a training session will be held for bureaucrats to better
prepare them for dealing with differently abled persons.

 On August 14, Shakuntala Misra Rehabilitation University will
organise an orientation programme where IAS officers of 2014 batch and
IFS officers of 2012 batch will be given an overview on disability,
including its definition, types and causes, related legislations,
policies and schemes. The civil servants will also be made aware on
the educational needs of the disabled.

 There will be separate lessons on childhood disabilities and need of
such children. Officers will also be given a capsule on sign languages
which will help them understand gestures of hearing-impaired persons.
Besides, subject experts will teach them the issues of the
visually-impaired.

 "The programme aims to raise awareness among the bureaucrats towards
empowerment of persons with disabilities and ensure a barrier-free
environment,'' said university registrar Akhilendra Kumar, adding that
bureaucrats should play an active instead of passive role in handling
people with disabilities.

 "Manners make a man. The orientation programme will help officers
operate in their departments with greater civility," said a faculty
member at SMR University, adding that the mindset of officers needs to
be changed. "Raising awareness among officers at the time of joining
the service is easier. The officers should know how to implement this
while in service," he added.
