New Delhi: Two physically challenged students were allegedly dismissed
from a Delhi government school on age grounds. Sumant Sharma and
Nazrul, both visually impaired, were admitted to class XI at Shaheed
Hemu Kalani School in Lajpat Nagar. They have been studying in the
school for the past 15 days. Both completed their class X from JPM
Senior Secondary School for the Blind on Lal Bahadur Shastri Marg this
year. "These students have learning problems and so by the time they
passed out from school, they have turned 29. They want to study
further but no school is giving them admission," said Sunil Kumar
Aledia of Centre for Holistic Development (CHD). The government had in
2003 stated that the age relaxation for admission for children with
disability at entry level would be nine years instead of 5-6 years. It
said the upper age limit would remain at 18 years. However, the
government circular also added "that principals/ heads of government
schools are directed to ensure that such children are not denied
admission in schools only because of their age". "We have already
filed our grievance with the directorate of education and even met
deputy chief minister Manish Sisodia. He has promised that he will
look into the matter. But nothing has happened so far. We cannot deny
them the right to study," said Aledia. This criterion applies to
non-planned admission and not planned admission. Planned admission are
those where a child is moving from one government school to another
government school, while non-planned admission is for moving from
private to government school. "In this case, the students are moving
from government schools so it should not be a problem at all," said
Khagesh Jha of Social Jurists, an NGO that works in the field of right
to education.
