                  Subject:Regarding 20 Grace Marks to Blind Students for 
Passing their final UG examinations.
                 Ref:UGC Letter No.F.10-15/2015(SCT) dated 20.08.2015,

Sir/Madam,
                With reference to above subject & referred letter, I am writing 
this letter for requesting you to give necessary orders/instructions to 
SRTMU,Nanded about giving 20 Grace Marks to Blind Students for passing their 
final UG examinations. This flexible facility of giving 20 Grace Marks to Blind 
Students for Passing their UG examinations will save a valuable one academic 
year of the Blind Students & will get an oppourtunity for their further Higher 
Education.
                 The SRTMU,Nanded is not modifying their examination & 
curriculum system under the provisions of u/s 30(f) & 30(g) of the Persons with 
Disabilities(Equal Opportunities,Protection of Rights and Full Participation), 
Act 1995 by providing some special facilities such as Granting of a 
compensatory time of 20 Minutes Per Hour,Special Curriculum,Special question 
paper instead of Visual Inputs(Diagrams,Graphs,Maps & Structures) based 
questions or exemption from drawing Visual Inputs(Diagrams,Graphs,Maps & 
Structures),minimum passing marks criteria reducing from 40% to 35% i.e. 14 out 
of 40 & 28 of 80 marks,20 Grace Marks in any one or more subjects/papers for 
the benefits of Blind Students along with other disabilities. SRTMU,Nanded is 
not giving Grace Marks of 5% of the aggregate marks(5% of 400 marks) or 20 
Grace Marks,whichever is less to Blind students for passing their final UG 
Examinations under the provisions of u/s 30(f) & 30(g) of the PwD,Act 1995. 
This is a violati
 on of the provisions of the PwD,Act 1995,which is applicable to whole India 
since 1996. The SRTMU,Nanded will be made amendments in their ordinances 
simultaneously,but the first priority should be given to saving a valuable 
academic year of the Blind Students. The SRTMU,Nanded can made special rules 
for the benefits of Blind Students. There is nothing special happens in 
SRTMU,Nanded as a special case,while all the Public Universities of Maharashtra 
are also exempted from the payment of examination & some other fees.
               The Maharashtra State Board of Secondary & Higher Secondary 
Education(MSBSHSE),Pune was made various modifications in their examination & 
curriculum system under the provisions of u/s 30(f) & 30(g) of the PwD, Act 
1995 by providing various facilities such as giving a compensatory time of 20 
Minutes per Hour,Scribe/Reader/Laboratory Assistant,exemption from drawing 
Visual Inputs(Diagrams,Graphs & Maps),maximum 20 Grace Marks in any one or more 
subjects/papers for passing & developing Special Curriculum for the benefits of 
Blind Students after the Bombay High Court order. MSBSHE,Pune gives a maximum 
20 Grace marks in any one or more subjects/papers to Blind Students along with 
Deaf(HI),Dumb(PI) & Learning Disabilities(LD) Students for passing their SSC & 
HSC Examinations since March/April-2009. SRTMU,Nanded is not continuing this 
flexible facility of giving 20 Grace Marks for the benefits of Blind Students 
despite the Higher Educational problems of the Blind Students are
  same as that of Blind Students of Higher Secondary Level.
                However,the SRTMU,Nanded & Other Universities of Maharashtra 
gives a Grace Marks of 1% of the aggregate marks or 10 Grace Marks to Normal 
Students & maximum 20 Grace Marks to Students with Learning Disabilities(LD) in 
any one or more subjects/Papers without any conditions after the orders of D/o 
Higher & Technical Education,Govt. of Maharashtra. But,the same facility of 
Giving 20 Grace Marks to Students with Learning Disabilities(LD) is not awarded 
to Blind Students for passing their final UG examinations despite the 
reading,writing,learning & other educational problems of the Students with 
Learning Disabilities(LD) & Blind Students are almost same. This is an 
injustice with the Blind Students comparing to Students with Learning 
Disabilities(LD).
                Therefore,I am again requested you to give necessary 
orders/instructions to SRTMU,Nanded about giving a Grace Marks of 5% of the 
aggregate marks or 20 Grace Marks whicheve is less to Blind Students & will 
declare the result until 30.09.2015 to save one valuable academic year of the 
Blind Students as humanitive & sensitive approach.

I hope you will take positive immediate action in this regard & give necessary 
orders/instructions to SRTMU,Nanded about giving a Grace Marks of 5% of the 
aggregate marks or 20 Grace Marks whichever is less to Blind Students for 
passing their final examinations as a sensitive & humanitive approach.
