RBI circulars have not differentiated between the savings and current accounts for visually impaired. However, as a matter of practice, some banks' deposit policies explicitly mention that any account may be opened (except current account). SBI was one of them till the end of 2014. And as I check today, ICICI has the similar exception! And even ICICI treats blind at par with illiterate.
