Both have been done. Visually impaired customers face specific issues
owing to thumb impression, inability to read printed documents (unless
they are converted in digital format), and additional requirements of
declarations, undertaking, co-borrowers or guarantor owing to visual
impairment, required separate treatment with certain enabling
guidelines.

In order to cater to people with physical disability, other circular
has been issued. This is to my mind one of the most rationalised way
of addressing the issues.
