The Bombay high court on Wednesday stayed the Maharashtra government's resolution providing adult writers during examinations for students with
special needs.

On January 8, the state issued a government resolution changing the concessions available for students with special needs during examination. Among the key changes that the state introduced were providing adult writers for students with special needs during the board exams and extending all provisions
to school exams from class I to IX.

Psychiatrist Harish Shetty, who is on the high court's expert panel said, "Though we welcome the state's endeavour to improve the life of children with disability, the use of adult writers for all students with special needs is a cause for concern. We pointed this out to the court on Wednesday. This needs
to be debated with state."

The HC was hearing a suo motu public interest litigation on the issue of difficulties faced by children with learning disability. The PIL was taken up after news reports last year stated that National Institute of Open Schooling had sought to deny writers to students with LD without any notice to parents
about a change in rules

According to new set of concessions, the students were going to be able to avail the service of an adult writer during the class X and XII board examination. The writer would be provided as required and cannot be the student's parents or family members. The writer must be approved by the school after verification. For school examinations, students will be able to avail of a writer, a year younger. However, according to Dr Shetty schools and students may misuse this
provision and use adult writers even when not necessary.

The changes in provisions were made according to the suggestions made by a committee of experts formed under Gangadhar Mhamane, chairperson, Maharashtra
State Board of Secondary and Higher Secondary Education.

Hope you are doing great and 2016's been treating you well. I recently got to know that Maharashtra Board for Education has relaxed the writer's guidelines. As per the new rule, students can take any individual (not a relative) as their writer. Please share with me the GR for the same.
