Thanks for raising the important issue. Not only persons with low vision but legally blind persons having slight vision have to face problems in absence of such detailed disability certificates.

I do not recall, but few years back, there was a well drafted format
of certificate which was asked by some authorities in which everything
was captured, starting with writing, mobility, usage of computer, etc.
And it appears that the same condition has been borrowed since then by
other entities.

While totally blind may be able to seek exemption from production of
such certificate, but for low vision and other candidates, it is sure
shot a problem.
