Hi In Skype there is an addon called skype talk, with which you can record the conversation. As a protocol, it would be necessary to let the interviewees know the call is being recorded. I have not used skype credits, I believe the process is accessible.
Regarding transcript, I remember, you can get a google phone number which helps make a transcript of the call. I am unsure, if it is available at US only. I think, there are some add in's for Skype with Wineyes of GWmicro. Do check it as well. These are some pointer to take it ahead.
