The CCPD court is handled by Babus and don't expect them to be very sensitive to problems faced by the Visually impaired. They correspond by letters like any Govt body. You are lucky to have received an email reply. In my 2 years of followup i never received an email reply.
Plus this court has very limited power although many higher courts have given it status of civil court.Recently Delhi high court has ordered CCPD court can not decide matters of promotion. I have even heard from a lawyer that CCPD court can not order remedical board in recruitment disputes. One of the employee of office of CCPD has confided that we only try to interpret the existing rules to arrive at a decision but if the case demands to challenge/contest an existing rule of govt then you will have to approach the high court. At a personal level they understand and acknowledge our problems but they are helpless as the present as well as the new disability act doesn't provide them enough teeth to address such problems.
