Dear Bhavesh There is no official rule restraining any disabled person from availing any financial service. But there is attitudinal rule restraining us from availing all sorts of services and facilities. Once I approach Union Bank of India to open a current account. The customer relationship manager told me that under RBI rule a blind person cannot open a bank account. I challenged and literary shouted at her and asked her how she got through IBPS exam. The branch manager intervened, but was not apologetic rather defending his subordinate. Luckily I succeded in opening an account with Indian Bank. Though I don't have any suggestion for immediate remedial measure please write to PMO or twit to PM's personal tweeter account.
