I am facing the same issue on my I-phone.
Also there help and support section does not have any section through which
we can report accessibility issues.
For your above query:
Try using the options in Navigation menu present at the top left corner of
the app.
Many actions are independently available there.
unfortunately pay option is still not available there.
But one thing which can be done is just below the navigation menu( which
voice over reads as icHamburer) is the pay button located. So turn off the
voice over by using home button and use 1 thumb to click once  on that
region.
using this I could successfully go to the Pay option.
This is the only solution available now.Sorry!
