I haven't read the article but am just trying to explain what happens- 
There are many jobs or posts for which you cannot apply or stand for  if you
have more than two children. 
These public posts are coveted. So if someone wanting to stand for these
posts has a disabled child they want that child not to be counted and
therefore they want the Authority to consider the other 2 children only thus
making these wannabe public servants eligible. Luckily Courts have always
come down heavily against the non counting of disabled children.
I wonder what these disabled children must be thinking of their ambitious
parents?
Also what about all the rehabilitation and training that our NGOs give and
is there no belief in such parents that their disabled children will manage
and they wont need another sibling to take care of them?
These were thoughts when I had to intervene in such a case in Bombay High
Court a few years ago. And the last point on this is if these post holders
think so low about their disabled children then what are they going to think
about the people with disabilities  working in their own departments.
