Hi Rajesh and others,
  Within 15k the phones that would be the most accessible and require least
amount of hassel in terms of accessibility, setup and issues that exist now
or may crop in the future would probably phones that offer pure android
experience.
 One that I have used and heard good things about is the Moto G series line
of phones. They are around the 15k price range, offer a pure android
experience and arent that bad,really.
 They also last you for quite a while (more than samsung anyway) that is
they dont start hanging up within 6 12 months from the date they are
purchased, but that is all I can say.
Updates on android are a matter of spinning the coin and being lucky that
the phone you just bought which was released 4 5 months ago may still offer
you the latest android update that comes out or guess not, you are stuck
with the version you bought the phone with.
Either way, good luck with the purchase and I hope your friend has fun with
whatever they end up buying. :)

One question though at others that have used MI phones.
Are they accessible that is most UI screens along with Icons and the like?
or you have to change everything from the launcher (UI) to the phone/calls
manager and so on?
RedMi phones are pretty good at least looking at their hardware specs but I
havent heard anything at all as regards their accessibility or lack there
off.
