Dear Anjali madam.
I fully agree that the physically handicapped are mentioned in the circular 
but, I am told that the exumption is available only to the locomotor 
handicapped. I have not heard any blind person availing this concession. If 
any one has used it please do let me know on my id [EMAIL PROTECTED]
