Dear Aishwarya,

I've dealt with these issues before. Firstly, as far as Universities
are concerned, the regulator is the Union Grants Commission, which
should be the appropriate authority.

In January 2019, UGC issued a notice to all Universities and Deemed
Universities for compliance of the 2018 guidelines. I've uploaded the
notice file here. It should be available on the UGC website as well.

If you have an issue with a particular University administration, show
them this notice. This has been circulated to all Universities across
the country. So, if they're telling you that they aren't aware, either
they didn't get it due to some technical error, or they're ignorant.

If we're talking about a larger issue with all Universities across the
country, the problem is a serious one indeed, and needs a lot of
attention.
These Universities are not following a lot of things. A larger policy
intervention is needed here. I don't think MSJE alone can do anything
in the matter, unless UGC is brought on the same table. I've been
consulting for disability policies for a few Universities like IIM
Ahmedabad for some time. So, even the best of places in the country
are facing this issue.
