Hi Divyanshu, There are a few accessible handsets which work with CDMA networks.
Reliance has UT Star COM 6700 PPC, which is quite an expensive set, (around Rs. 33000). This is a PDA, which means you can install Mobile Speak Pocket on it and use with speech and braille. Tata Indicomm supports Motorola Q9, which is a smartphone, and Mobile Speak SmartPhone will work with it, and I am not sure about the price of Motorola Q9, but my guess is that it costs around Rs. 15000 In theory Motorola Q9 should work with reliance as well, but I don't know anyone who has tried it successfully, but one may ask reliance store if they can activate Motorola Q9. As per your second question, number portability was in proposal, but it is yet not implemented.
