Dear Pranav,
Folding a circle here meant to fold the circular paper that he was having in 
hand. First fold the circular paper internally , as you fold your handkerchief, 
allowing each halves to touch each other to make a line of fold at its center. 
If it is done correctly , you will have semicircular paper having its 
semicircular curved shape touching one straight line of fold at either sides. 
Now again fold it in two halves to make quarter circular paper in such a way 
that each edge of the semicircle is made to join with each other and the new 
line of foldment is at rightangle to the previously made line of fold and there 
will be quater curved line. Now when you open all two folds , you will find the 
point of intersection of four lines at the center of the circular paper. This 
is being marked in the video as the center of circular paper. and the whole 
video is all about finding the distance between the center of two dissimilar 
circular papers placed at different relative positions.

Why should I do that?

I have encountered this sort of thing all the time with math books. By the
way, what do people mean when they say fold a circle?
