If you look at the June 2008 circular from RBI you will find many issues
covered. 
If you ask people you will find that each of the issues  are initially
resolved and then again ..... 
For eg. 
1. Opening  of Bank account-this is primarily done and dusted but if we look
around we still find cases of VI not being allowed to open a Bank account.
2. Mobile aps were initially rectified like Union Bank of India and then
they became inaccessible. How many times and how many years are we going to
fight the same battle.

The idea is not to get the court to ask each bank. The idea is to know what
the field is like. Are there any examples of accessible apps and which of
the apps are inaccessible. Just to understand where each of the apps stand.

every application, why couldn't we request the high court to pass diction of
mandatory rule forcing these companies to have WCAG AA or AAA certified
mobile and web application and some similar benchmark for hardware
