The government is all set to launch the "Sugamya Bharat App" - a
crowdsourcing mobile application on Tuesday enabling persons with
disabilities and others to register complaints if they find a public space,
utility or building inaccessibile. People will be able to also upload
photographs of such spaces and geo-tag the location of the premises for
seeking onground intervention.

The application developed by the department of empowerment of persons with
disabilities (DEPwD) under the ministry of social justice and empowerment
will enable registered users to not only access information related to the
guidelines and provisions on accessible buildings, transport and
infratructure under the Accessible India Campaign and other related issues
but they will also be able to raise their concerns related to accessibility.
The users will be notified at the time of resolution and closure of their
complaints.

In a bid to make the process inclusive, officials said that the app has been
equipped with sign language interpretation demonstrating the process of
registration and uploading complaints with photographs. Other features
enabling persons with disabilities include font size adjustment, color
contrasting option, text to speech and an integrated screen reader in Hindi
and English. The app will be available in 10 regional languages, namely,
Hindi, English, Marathi, Tamil, Odiya, Kannada, Telugu, Gujarati, Punjabi
and Malayalam.

Times View: As per the 2011 census, about 2.7 crore or 2.2% of India lives
with disability. Unofficial estimates suggest the number could be much
higher. Yet many buildings, both government as well as private, are
inaccessible to them. A crowd-sourced mobile app can help mitigate the
situation. It will act as a tool to spread information on the subject to the
concerned officials. Hopefully, it will also lead to disabled-friendly
renovation of such buildings.
