Maybe I am answering late.
I use ms office picture manager for such cases.
Press application key on the jpg file and choose open with option.
Then open it with office ms picture panager.
It will open the picture edit open window. Go to Picture menu, resize
submenu.
It will open a self-explanatory dialogue box. Select a smaller percentage
for resizing and hit ok.
Save it with a different name and check the size from file details.
Normally, 120/120 pixel photo needs 14 kb.
