I live in Mayur Vihar phase 3.

In our place there are various “ATM’s”, and there was only 1 bank i.e.  “ICICI” 
bank whose “ATM” was accessible it had a talking software installed but in 
recent times as I have visited the same “ATM” the software doesn’t seem to work 
any longer. 

There other banks such as “HDFC, SBI, COTEK, PNB, ICICI” etc. these banks “ATM” 
do not have any facility or any sort of accessible system for people with 
disabilities to easily withdraw  money one has to seek help from there family/ 
friends and at times I have seek help from strangers or the “ATM” guards. Who 
we cannot trust as we are vulnerable.

 

These “ATM’S” are situated in main Market of Mayur Vihar phase3 opposite  to 
Bikaner and Aggarwal sweets “A- Block”.& “B-block before Malik nursing home” 
and in new Condly  Market where you will find “City and ICICI ATM’s”.

Subject: [AI] Making ATMs in the Delhi/NCT region disabled friendly: request

Dear all,

 

On October 11, 2022, I visited the HDFC ATM in Shivalekh and found it 
inaccessible as it did not have the ‘talking’ feature. The Reserve Bank of 
India has time and again directed all banks to ensure that all services, 
including ATM facility are made available to persons with disabilities without 
any discrimination. However, most banks have failed to meet this obligation and 
continue operations of non-voice-enabled ATMs without upgrading them so as to 
include the talking feature, in blatant disregard of the various policy 
directives.

In light of the said prevailing state of affairs, Mission Accessibility and 
Vidhi Centre for Legal Policy are collaborating to design a policy brief to 
ensure that all ATMs across NCT of Delhi are made talking ATMs.

In this regard, I reach out to those of you who have experienced similar or any 
other form of inaccessibility and/ or discrimination on account of ATMs not 
being voice enabled to please share your experience(s) with us. This would help 
us in highlighting the issue before the appropriate authorities via the correct 
channels so as to secure swift action and redressal.

 

 

In particular, I will reach out to HDFC Bank and Union Bank of India, in the 
first instance. Please share any experiences of visiting any of their ATMs in 
Delhi/NCT region which can be included in the letter. Please share when you 
visited the ATM, where the ATM was, and how you managed to withdraw money. 
Also, if you are an HDFC customer, please share if you are comfortable with 
your name being as a signatory to the letter that I will send out to these 
banks.
