You are right, that  As per the RBI direction you should be provided with the 
cheque book facility, however, banks still hesitate to offer the service as 
there still exist challenges regarding cheque clearance on thumb impression as 
the new CTS system does not have the capability of doing so. More over RBI, IBA 
directions have been reiterated several times, however, none of the banks have 
focused on designing SOPs for third party cheque clearances on thumb impression 
so far.
What I understand is you need the cheque book on urgent basis, and you need a 
canceled cheque for submitting to the salary section in your company. This 
requirement can be fulfilled by the bank verified statement as an interim 
solution.

guise working in banking sector, I am writing to bring to your attention an 
issue I have been facing with regards to obtaining a cancelled cheque book 
facility from my bank. I hold an account with the Indian Bank, and I have been 
repeatedly denied this facility despite it being mandatory for my salary. I am 
visually impaired and have been told by the bank employees that it could be 
misused. They have instead insisted that a passbook is sufficient for a salary 
account.
As a visually impaired person, I have been greatly inconvenienced by this 
denial of service, especially as I have now relocated to a different city and 
require this facility urgently. I would like to bring to your attention that 
according to RBI guidelines, banks are obligated to provide visually impaired 
persons with the same services as they would to any other person without 
discrimination. Ref: The RBI, vide circular DBOD. No. Leg 
BC.91/09.07.005/2007-08 dated 4th June 2008.
I kindly request your assistance in this matter and also ask if you could 
suggest any government bank that issues cheque books with new accounts quickly. 
Please note that I do not wish to engage in legal battles as I have  less time 
and find it to be expensive against persons from lower income groups.
I appreciate your attention to this matter and look forward to hearing from you 
soon.
