Hello friends, Recently I tried to upload documents on the divyangjan portal which serves only Mumbai city, I was surprised to see that no western railway stations were in this list. The form asks for closest railway station to the hospital which issued the disability certificate. I had to select central railway station and the they rejected the application after 18 days stating that your hospital falls in western railways so you have to submit your application to Mumbai central DRM office. Railways have unnecessarily created several portals for online concession card, and many of them are very difficult to be traced as they don't indicate the locality of the portal. Delhi, South state, eastern states etc. have different portals. For example a Google search displayed one portal "rail sarthi", only contained Ahmedabad, and Baroda, and not all the western zone. I was keen to understand that why don't these so called NGO's who have got formed to serve to the various issues do not actively participate in eliminating the discrimination. A physically challenged who is above 35 years of age is issued with a life long concession card, compared to a visually impaired despite of the nature of disability being permanent. A 40% physically challenged person is given concession, but not a 40% blind person. Although Government proclaims that for that all the facility to person with disability can be availed by those who are at least 40% disable, then why this discrimination? Why can't the 40 / 75 / 90 percent visually impaired people be given concession at least in contrast to their percentage of impairment just like the physically impaired? What is their logic in doing this? Even the hospitals, what scientifically proven model/software do these physician use to determine the percentage of disability. Are these methods authorized by any national/Internationally associated body like the food and drugs administrator, or Indian medical, or American medical association etc Recently after this incidence, I' had raised my grievance against the railways on the CPGram portal, they had closed the ticket within two days, asking me to submit the document manually. My argument to them was so as why can't they re-direct the application through their internal mechanism to the western DRM office, if these stations are not yet upload in the system despite of being one region in itself. I re-opened the same ticket to the second appeal, and I had received a call today from the DRM office of central railways of Mumbai CST station. They were trying to give me their justification, and I howled at them for treating us like a rubbish. Yesterday I submitted the documents manually to the Mumbai central DRM office concession cell, and they told me the central hospitals allotted to the Pwds for UDID cards do not attend the patients/candidates assigned to them, and instead re-direct them to visit the western railway station authorized hospital, and that is why our office is so crowded with the Pwds concession application. I responded him then why your portal is not updating the western railway stations, then these crowd would automatically come down, and he was silent. They have asked me to call their office after two months for collecting the online concession id card. I request the NGO meant to work for our dignity to raise these and similar such issues with the Government. I had raised a similar complaint to CCPD against the railways discriminative policies against the person with disabilities themselves, and the CCPD just forwarded my complaint to ministry of social justice to look after the complaint, as they stated that this is related to railways policy matter. These are Government body, and how it can be their individual policy matter? Guys many of us might be working with good firms with handsome monetary benefits, but there are still many of our unfortunate brothers and sisters who are still struggling for their living. We must raise our voice at least for them. Hope your comments on this experience.
