I'm not making an unbiased observation writing from my experience. i was told the same thing by oneof the medical officer some time back but i could acquired udid using some other technique because i'm having government id proof from Mumbai and from Uttar Pradesh also. I was born and brought up in Mumbai and my home town is in Uttar Pradesh so it is quite natural for me to have multiple IDs from different states.
