Hi sir,
All windows and mac laptops are accessible.
In-case you are new to this topic, you can install a screen-reader on any
laptop to make it accessible and microsoft and apple have their default
screen-readers which you have to enable for totally blind users to use them.
Buy any laptop as you would for a normal person according to your budget
and which matches the criterias you have mentioned.
In terms of Mack, Apple's default Voice Over screen-reader is very good and
makes the PC highly accessible.
In-case of windows, You have microsoft Narrator but it is still improving.
You can use third party software like NVDA and JAWS which are more robust.
