You have asked a good question but unfortunately your iOS does not support this feature.
Although Voice mail which is a career feature not supported in India, If you are running the latest version of iOS and set your primary language as US English there is a native voice mail feature from apple itself which serves your purpose. Apple states that it is only available in US and Canada if I remember correctly. But setting US English as your phone’s primary language this feature is enabled by default unless you turn it off under your phone settings.
