Significant breakthrough-Department of Financial Services, Ministry of Finance, Government of India notifies guidelines to make banking more accessible for persons with disabilities on February 2nd, 2024. From the mere reading of this, a lot of suggestions put forth by us have been included by them.
Quick analysis: 1. For physical accessibility, Harmonized Guidelines 2021 have been made mandatory. 2. For digital accessibility of websites and apps including PDF, while IS17802 issued by Bureau of Indian Standards has been made mandatory, but in para 6, it is stated for digital accessibility guidelines issued by MEITY may be complied from time to time. In practice, MEITY has not issued any guidelines on accessibility till date. Because even BIS is under Department of Consumer Affairs. 3. On point of sale devices, it is only said to ensure accessibility without any specifics which is a drawback. 4. RBI has been deligated the power to issue instructions on accessibility from time to time. 5. The guidelines are silent on ensuring that EKYC / VKYC services are not denied to persons with disabilities and specific measures to make them accessible are absent.
Good beginning but a lot is yet to be done.
