The discussion in Radio Udan’s Badalta Daur program was highly informative,
shedding light on the Department of Financial Services' "Accessibility
Standards and Guidelines for the Banking Sector," released on February 2,
2024. Eminent speakers Amar Jain, Rahul Gambhir, and George Abraham
provided insights into the merits and demerits of the standards, offering
their views on the reality of banking access for customers with
disabilities. This is undoubtedly an important development.

Key points from the "Accessibility Standards and Guidelines for the Banking
Sector" by the Department of Financial Services, Ministry of Finance,
include:

·        Accessibility standards for physical infrastructure.

·        Accessibility to branch premises.

·        Self-service machines/kiosks with voice guidance features.

·        Accessibility compliance standard as per BIS Indian Accessibility
standard IS 17802 for ICT.

·        Accessible communication for persons with hearing impairment.

·        Accessible digital documents - e-circulars, user manuals,
e-statements in accessible PDF, etc.

·        Disability awareness training for bank staff.

·        Mandatory online training as part of the induction process.

·        Board-approved policies on accessibility.

·        Nodal officer in every branch for customers with disabilities.

·        Senior-level nodal officer at the head office level.

·        One member of the customer service committee is a person with a
disability.

·        At least one person with a disability on the advisory committee to
recommend inclusive banking services.

·        CBS to flag customers with disabilities for special facilities
such as doorstep banking, etc.

·        Periodical review of services for customers with disabilities.

·        Addition of a section in the annual report on services for
customers with disabilities.

·        The Reserve Bank of India will issue guidelines to ensure the
accessibility of banking services to persons with disabilities.
