This harmonizes the definition of persons with blindness with the RPWD Act and also accepts UDID as a valid document instead of forcing individuals with disabilities to fill up railways forms for concessions. It is a scanned document and doesn't seem to be accessible to screen readers though. Such a pity that Railways couldn't issue an accessible version.
