I checked the official Divyangjan Railway Card portal but could not find any dedicated email address or contact details for application-related queries. Since you submitted your application on 27 June, it has only been a few days. In many cases, applications remain in "Pending" status while the concerned railway authorities verify the submitted documents. If the status does not change after a reasonable period (for example, another week or so), I would suggest the following: 1. Visit your nearest major railway station and contact the Commercial Office or the Chief Booking Supervisor. They may be able to check the status or guide you further. 2. If your application dashboard mentions the issuing railway division or station, you can contact that office directly. 3. You may also raise a grievance through the official Indian Railways grievance mechanism if the application remains pending for an extended period.
