Hi,

I recall reading an order of the court regarding the admissions of VI candidate 
in IIM institutions that examinations conducted by institutes registered under 
UGC may not provide alternative questions. Basically, the guidelines was a 
variation of this idea.
I gather that UPSC also follows the same system.

However, 2 things can be done.

1. If the graphics and diagrams pertain to a subject that the candidate has 
already delt with during his education, then he must have devised some kind of 
method of understanding such problems.
The guidelines also state that (here I would ask a lawyer to provide the 
specific page) that the candidate is allowed to carry any alternative device 
that may allow him to deal with calculations or diagrams during the exam.
2. Methods can be decided in advance by the candidate to instruct his scribe 
regarding the way information given in the diagram should be read.

If I am wrong, then some one can give a better idea.
