KUWAITKuwaiti businesses, factories and companies should be employing people 
with special needs, in accordance with Law No. 49 of 1996, a disability rights 
activist said yesterday. Fawaz Al-Hasban pointed out that the law stipulates 
that any business employing at least 50 Kuwaiti workers should employ at least 
two percent of its workforce from among the ranks of people with special 
needs.Any business that does not honor the terms of the law protecting the 
rights of the disabled to get work in the job market should be subjected to 
punitive measures, among that a KD 500 fine," said the activist.Al-Hasban 
strongly advocated the establishment of government programs to train and equip 
people with special needs to qualify them to enter the job market confidently, 
bemoaning the fact that businesses are not currently doing anything in this 
regard beyond paying lip service to the idea.The activist applauded the Saudi 
approach to training the disabled, saying that in Saudi Arabia the disabled are 
entrusted with the sensitive task of preparing the cover that drapes the holy 
Kaaba. In contrast, here in Kuwait, he said, individuals with special needs are 
not even entrusted to work in relatively unskilled positions such as jobs in 
paper and plastic factories. Al-Hasban appealed to all businesses, factories, 
and companies to encourage the employment of the disabled by making them feel 
welcomeand useful.

SRI LANKA

The Employers' Network on Disability of the Employers' Federation of Ceylon 
(EFC) successfully organised a pre-screening of disabled job seekers for 
suitable jobs on August 23 at the head office of John Keells Holdings PLC, at 
Colombo 2. The event drew a group of about 41 individuals, with speech, 
auditory, visual and physical disabilities. 
Applicants brought in their resumés and were interviewed by HR personnel from 
John Keells Holdings PLC, I D Lanka Ltd and MAS Holdings Ltd. Next, the 
organisations would search for vacancies in their cadre to suit the skills and 
knowledge of the applicants. The resumés would also be circulated among the 
other members of the Employers' Network on Disability. 
Initiated in 1999 in accordance with EFC's vision, 'Social harmony through 
productive employment', the Employers' Network on Disability comprises a group 
of 31 organisations that work towards organizing activities to create and 
enhance employment opportunities for people with disabilities in Sri Lanka. 
Their initiatives include setting up a database of resumés of disabled persons 
that are circulated amongst prospective employers; training disabled job 
seekers in employable skills, organising job fairs for the disabled; 
encouraging employers, both within the network and without, to create chances 
for disabled persons in their organisations as well as encouraging goods and 
service providers to make their buildings accessible to all. 
Sumithra Gunesekera, Chairman, Employers' Network on Disability, said, 
"Statistics reveal that over 1.6 percent of Sri Lanka's population is living 
with disabilities. Organising events such as job fairs gives us the chance to 
empower these individuals and give them opportunities that might otherwise pass 
them by – the opportunity to be gainfully employed, put their expertise and 
knowledge to good use, acquire new skills, lead productive lives and contribute 
to society. In this sense, we are trying to redefine the meaning and boundaries 
of disability."
