Empowerment (MOSJE), Govt of India is organizing a very big function on
4th Jan 2009 at Vigyan Bhawan to mark the 200th Birth day Of Louis Braille
and the coin will be released in that function.

is being designed with some braille characters to mark the bicentenary

Monsieur Louis Braille. Most probably, These will be five rupee coins.
