We can even take the help of media in this regard.  Channels like CNN
IBN have a public voice option on their web site and such public
opinion is conveyed to the nation on a daily basis.
So, let's choose a day.  On that day, each and every one from access
India will write the same mail addressing the problems of differently
abled to all the news channels .
If a rare incident like this happens, I think they will present this
in the news which would eventually reach the political parties.
This is my idea.  Developments are welcomed.
