Hi,

Are you sure that you are using the right options?
For example, in FineReader, the "Scan to PDF" option is found under Automated 
Tasks. You need to enter the resolution and select a few other options.
Also, remember that if you scan to PDF, you cannot edit the document, unless 
you have a purchased edition of Adobe Reader.
You can always scan and edit the material in Word, and then convert it into PDF.
