New Delhi (PTI): Over three months after the government issued guidelines to ensure that its websites are accessible to the visually impaired, 99 per cent of the portals are yet to conform to the required norms. And list of violators include Ministry of Social Justice and Empowerment and Office of Chief Commissioner for Persons with Disabilities (CCPD) -- the nodal agencies for dealing with the issues of the physically challenged. On top of it, the website of the National Institute for the Visually Handicapped is also not accessible to visually impaired people. At the e-governance conference in Goa on February 12, it was announced that all government websites would be made Web Content Accessibility Guidelines (WCAG) 2.0 level compliant that allows the visually impaired unimpeded access. "The process of converting existing websites to WCAG compliant ones does not require more than Rs 10 lakh and it is not rocket science. And still, ministries and departments have failed to make progress," says Javed Abidi, Director, National Centre for Promotion of Employment for Disabled People (NCPED).
